Bell Repair Fund

The Fund exists to give financial help to parochial church councils, which are carrying out improvements, repairs, augmentations, etc. to their bells and fittings. Any church within the diocese is welcome to apply for a grant or loan from the Fund, or to ask for an inspection of its bells by the bell consultants, whose expenses are borne by the Fund.

Councils are encouraged particularly to apply at an early stage in a project, even if it is still in the exploratory phase, (which is the best time for inspections and technical advice to be given.) The Fund is happy to consider applications for grants and loans on a provisional basis at this stage.

The conditions under which grants and loans are paid are listed in a guide to the Fund, available from the Bell Repair Fund Secretary. From 1999 onwards, grants can be offered only for projects costing £1000 or more, whereas loans may be offered for any size of project.

The Bell Repair Fund Covenant and Gift Aid Scheme

Ringing members (and friends) are warmly invited to make an annual donation to the Bell Repair Fund. If a Deed of Covenant is signed, or a Gift Aid declaration made, the Fund (being a registered charity) benefits not only from the original gift but can obtain tax refunds from the Inland Revenue. At a standard rate of tax in 2001-2002 of 22%, each 78p of the original donation can be increased to £1 at no expense to the donor; thus £10.00 donated can be increased to £12.82, and proportionally for any other amount i.e., by about 28p in the pound.

Both the new Gift Aid scheme, and the Covenant scheme it is superseding, are extremely tax-efficient ways of boosting regular donations from individuals. The new Gift Aid scheme is also very good for one-off donations. For further details of these, or of other related schemes, (given in confidence, if so requested) please contact the BRF Treasurer.

The Bell Repair Fund Affiliation Scheme

This scheme enlists the financial support of Parochial Church Councils on a regular basis in carrying out the aims of the Fund. The present annual subscription is no longer fixed (originally of £1, set in the early sixties) but is left now to the generosity of each individual PCC. At present 90 PCCs are affiliated to the Fund, paying amounts varying from £3 to £50, with the largest numbers being of £10 or £20. During each year, the PCCs are sent a special report about the Fund, together with a copy of the Association’s latest annual report.

Bell Repair Fund Secretary's Report for 2001.

In contrast to the previous year, the first year of the new century saw a rush of new applications for financial help from the Fund. No less than seven parishes in the diocese made applications: all have accepted offers from the Fund.

Grants were offered to: Belper and Clay Cross towards refurbishment of clappers, crown staples and attention to the frames; to Etwall to replace 3 of the cast-in crown staples; to Scarcliffe to refurbish the existing 5 and augment to 8 by adding 3 bells to vacant pits in the existing frame; and similarly, to Brackenfield towards restoring the existing 3 and augmenting to 6 in a new frame.

Stanton-in-Peak PCC is to replace completely its derelict ring by 6 bells from redundant churches, in a new steel frame. It is hoped that the old bells - basically too large for the tower, and also of poor tonal quality - will be used, after retuning, in a larger tower elsewhere. The PCC was offered a loan in addition to a grant.

Additionally, the Association offered to buy a bell to bring Morley up to 4, the parish paying for its fittings and installation.

There was an application from Wetton PCC, in the Staffordshire part of the Peak National Park. Regrettably, our status as a registered charity prevented our making a monetary offer outside the Diocese of Derby.

Bell Repair Fund Treasurer's Report for 2001.

In complete contrast to the previous year (2000), when the expenditure was almost nothing, in 2001 it climbed to a record high of £11,410 in grants, plus a commitment to provide a loan of £3,000. (See Note 2 in the accounts.) The expenses too are much higher, due to the steep increase in the mileage covered by the bell consultants in their busiest year ever.

Of the new grants offered, those to Belper and Etwall have been paid upon completion of the work, as has the grant to Old Whittington, outstanding from 2000. The additional bell for Morley has been purchased by the Fund, and the grant to Clay Cross is expected to be paid early in the New Year. The other grants (and the loan) should be paid in 2002, but some may slip into 2003.

The grant offer to Sandiacre lapsed, making the money available for use elsewhere. This is equivalent to receiving income, so it appears in the accounts under Income. Nearly all the other items on that side show decreases. PCC fees are less, mainly owing to catching up on late payments in 2000; covenants slightly down because of lapsed payments or expired deeds but offset by Gift Aid donations; peal fees down as fewer peals rung; the transfer from the General Fund down this year. The value of our investments fell by £232 over the year, but this is not too bad - it is less than one per cent of the £27,000 invested - and it is mitigated by the interest earned of £1,643 (£291 higher).

The balance sheet shows the Fund's assets at the year-end, including the money owed to the Fund (Sundry Debtors, e.g. tax refunds) and that owed by the Fund (Sundry Creditors, e.g. the unpaid grants and the expenses). Roundly, the Fund's assets decreased by £3,500 to £22,400, of which the cash uncommitted to specific use (see Note 4) is £19,200.

Note 3 - Loans in 2001

During the year a loan of £3000.00 was offered to Stanton in Peak. It is expected to be paid in 2002 and to be repaid in 2004. At the end of the year there were no other loans on offer or awaiting repayment.

Note 4 - Uncommitted Cash at end of 2001

After paying outstanding grants and creditors, available cash is £20350.78, to which can be added debtors of £1920.82, making a total of £22271.60. Of this, £3000.00 is committed as a loan (see note 3) leaving £19271.60 uncommitted to specific use.
