BELL REPAIR FUND TREASURER'S REPORT

The effects of last year's small change in accounting practice (see Note 5 to the accounts) can be seen in this year's accounts.   For example, the customary Grant from the Association's General Account to the BRF was not made this year: the £1000 shown under Income in 2003 is actually the Grant made in 2002, but not received until early 2003.   In a similar way the Fund's expenses in 2002 (for Bell Consultants, and the Secretary and Treasurer) were debited in early 2003: just to confuse matters, the 2003 expenses are also shown because they were successfully debited before the year's end.

The remarkable items of income this year are shown in Note 1.   Pride of place goes to the Towers Open Day in the Peak District, raising £1262.   For their efforts, I think all the members involved in the day can allow themselves a pat on the back.   So should Elizabeth Cotton, who not only organised the profitable bars at two ringers' events and sold items from the Webb Ivory charity catalogues, but also persuaded her employer to match the proceeds "pound for pound" (excluding the pence).

The PCC fees and the Investment Income are each above £1000, though each is less than last year.   The Investments also suffered a fall in capital value: not so surprising in an unsettled year for investments as a whole.   However, the income from them is still higher (at nearly 4%) than the fall in value (of about 2%).   Peal fees are up and it is pleasing to see the Bookstall, The Whiting Society and the Districts still supporting the Fund well.

The major item of expenditure is the grant to Bonsall, expected to be paid in 2004.   (As is the custom, the expenditure is shown in 2003 because that is the year when the commitment was made to incur the expenditure.)   The grant to Ockbrook was made and paid in 2003.

At the end of the year, the Fund had £28,507.91 uncommitted to any specific use (see Note 4) and so is available to aid future major bell restoration in the diocese.

Note 3 – Status of Loans in 2003

Stanton in Peak PCC:   A loan of 3000.00 was offered in 2001, taken in 2003 and repaid in 2003.

Scarcliffe PCC:   A loan of £8000.00 was offered in 2002, taken in 2002 and repaid in 2003.

At the end of the year there were no loans on offer or awaiting repayment.

Note 4 - Uncommitted Cash at end of 2003

After paying outstanding grants and creditors, the available cash is £27911.70 to which can be added debtors of £596.21, making a total of £28507.91 uncommitted to specific use.

Note 5 – Change in Accounting Practice

From 31 December 2002, with the Independent Examiners' agreement, there is a change in accounting practice.   As a result, amounts that might be attributable to the current year's account, but are not paid or received in that year are not included.   They will appear in a following year's accounts.
